The Importance of Communication Along the LoC

The Line of Control (LoC) between India and Pakistan has historically been a tense area, necessitating direct communication between military leaders to manage troop movements and address localized conflicts. Since the inception of the LoC in 1948, particularly until the 1970s, both nations relied on informal methods for coordination, often utilizing radio communications or face-to-face meetings.


The Tashkent Declaration: A Step Towards Peace

On January 10, 1966, the Tashkent Declaration was signed in Uzbekistan, marking a peace agreement aimed at restoring amicable relations after the 1965 Indo-Pakistani War. This agreement was reached between Indian Prime Minister Lal Bahadur Shastri and Pakistani President Muhammad Ayub Khan, with mediation from Soviet Premier Aleksey Kosygin. Although the Tashkent Agreement reinstated the status quo, it underscored the necessity for structured communication, leading to the emergence of informal contacts at the DGMO level to enhance operational clarity.


Who Are DGMOs?

The Director Generals of Military Operations (DGMOs) are high-ranking officials in the Indian Army, typically holding the rank of Lieutenant General, tasked with overseeing military operations across India and its borders. Currently, Lieutenant General Rajiv Ghai leads the Indian Army's military operations, having assumed his role on October 25, 2024. Air Marshal AK Bharti oversees air operations, while Vice Admiral AN Pramod manages naval operations. In Pakistan, the DGMO is Major General Kashif Abdullah.


The Significance of DGMO Talks

DGMO discussions have played a crucial role in de-escalating tensions during crises, such as those in 2019 and 2025, by facilitating direct military communication to clarify actions and prevent misunderstandings, particularly after both nations acquired nuclear capabilities. By the 1980s, these talks became more frequent, with a routine of weekly hotline conversations, usually held on Tuesdays, to address border issues, ceasefire violations, and operational clarifications. These military-to-military discussions are intentionally kept separate from political or diplomatic influences to foster professional trust.


Roles and Responsibilities of the DGMO

The DGMO is responsible for planning and executing military operations, including counterinsurgency and counter-terrorism initiatives. A key aspect of this role is ensuring that the Indian armed forces maintain a constant state of operational readiness. The DGMO collaborates closely with other defense branches and ministries to ensure strategic alignment. To prevent misunderstandings during heightened tensions, the DGMO engages in weekly hotline discussions with the Pakistani DGMO and regularly updates the Chief of Army Staff (COAS) and the Ministry of Defence.

The DGMO serves as the primary liaison between the military forces of India and Pakistan, aiming to cultivate professional trust, especially during periods of tension. Being well-informed about their respective military activities, they are ideally positioned to discuss operations, ceasefires, and any violations.
