Can You Travel on a Waiting Ticket?

As per the Indian Railways’ updated rules effective May 1, 2025, no passenger is allowed to travel in reserved classes (Sleeper, 3AC, 2AC, etc.) with a waiting ticket. Doing so may result in penalties under Section 155 of the Railway Act, 1989. Ticket examiners (TTEs) are empowered to impose heavy fines on passengers found violating this rule.

  • Cannot shift to the general coach using the same waiting ticket.

  • Must purchase a separate unreserved/general ticket if they wish to travel.

What About Refund for the Waiting Ticket?

Yes, a refund can be claimed for the passenger who did not travel due to the waiting ticket, but the process is strictly defined.

Steps to Claim Refund for Waiting Ticket (e-Ticket):

  1. Get a Certificate from TTE

    • The traveling passenger(s) must request the TTE (Ticket Checking Staff) to issue a certificate stating that the waiting ticket holder did not travel.

    • This document is crucial for the refund process.

  2. File a TDR (Ticket Deposit Receipt)

    • Use your IRCTC account to file a TDR online.

    • This must be done within 72 hours of the train reaching its final destination.

  3. Send the Original Certificate by Post

    • The certificate issued by the TTE should be sent via post to IRCTC’s refund processing center.

    • This document acts as proof of non-travel.

  4. Refund Process Initiation

    • Once IRCTC verifies the TDR and the certificate, the refund is processed for the non-traveled passenger.

    • The refunded amount typically includes the base fare and applicable taxes, with minimal deductions if any.

Key Points to Remember

  • This rule applies only to online (e-ticket) bookings made via IRCTC.

  • For counter tickets, the refund process is different and typically handled at the station.
