A Ukrainian delegation led by President Volodymyr Zelenskyy and comprising Defense Minister Rustem Umerov, Foreign Minister Andrii Sybiha, and the head of the Ukrainian Presidential Office Andriy Yermak landed in the Turkish capital Ankara on Thursday, while a low-ranking Russian delegation arrived in Istanbul for peace talks with Ukraine, according to Russian Foreign Ministry spokeswoman Maria Zakharova. Western authorities criticized the Kremlin for not being serious about the peace endeavor when Russian President Vladimir Putin was left out of the Moscow delegation.

The Russian delegation, which also comprised three other high-ranking officials, would be led by Putin adviser Vladimir Medinsky. Four lower-level officials were also designated by Putin as “experts” for the negotiations.

Zelenskyy challenged Putin earlier this week to have a face-to-face meeting in Turkey to discuss stopping the conflict. Zelenskyy said that he would wait for Putin in Ankara, where he would meet with Turkish President Recep Tayyip Erdogan.

US President Donald Trump, however, said that he did not find Putin’s absence from the peace negotiations surprising. He told reporters in Doha on Thursday, “I didn’t think it was possible for Putin to go if I’m not there.”
