
The Tamil Nadu government has approached the Supreme Court seeking the release of over Rs 2,150 crore in pending education funds under the Samagra Shiksha Scheme (SSS) for the 2024–25 financial year, alleging that the Union government is using central policies to exert undue pressure on states.
In its petition, Tamil Nadu accused the Centre of withholding funds as leverage to compel the state to adopt provisions of the National Education Policy (NEP) 2020, particularly the controversial three-language formula, which includes Hindi, reported ANI. The state has long maintained its opposition to Hindi imposition, insisting on continuing with its two-language system.
The total claim by the state amounts to Rs 2,291.3 crore, factoring in 6% interest on the principal sum. The petition described the withholding of funds as an example of "coercive federalism," arguing that essential education allocations should not be contingent on ideological alignment with national policy frameworks, reported Live Law.
The Union government, in response, has maintained that the PM SHRI Schools—central to the NEP rollout—are an extension of the existing Samagra Shiksha Scheme, and that integration is necessary to modernise and standardise education across the country. However, Tamil Nadu has consistently refused to implement Clause 4.13 of NEP, which mandates a three-language policy.
