
Appointment of New RERA Chairman and Member

Shimla/Dharamsala – The government of Himachal Pradesh has officially appointed R.D. Dhiman, a former Chief Secretary, as the Chairman of the Real Estate Regulatory Authority (RERA). Amit Kashyap has also been designated as a member of the authority. This announcement follows an official notification that addresses a long-standing vacancy within the regulatory body.
According to a recent Cabinet decision, the RERA office will be moved from Shimla to Dharamsala. The newly appointed officials will begin their duties from the Dharamsala location. This administrative change has received positive feedback locally and is viewed as a strategy to decentralize operations, thereby enhancing regulatory oversight in regional areas.
These appointments were made in response to a directive from the Himachal Pradesh High Court, which had previously fined the state government ₹5 lakh for the extended delay in filling these crucial positions, citing the relocation of the RERA office as the reason. The court had issued a warning against any further delays, prompting the government to act before the deadline of June 25, 2025.
R.D. Dhiman, a retired Indian Administrative Service (IAS) officer, has an extensive background, having served as both Chief Secretary and Chief Information Commissioner of the state. Renowned for his administrative skills, Dhiman was one of several candidates considered for the chairman role. Amit Kashyap, another senior bureaucrat who also sought the chairman position, has been appointed as a member of the authority.
The finalization of these appointments is anticipated to enhance the operations of RERA and improve governance in the real estate sector throughout Himachal Pradesh. With its new headquarters in Dharamsala, the authority is set to offer more localized and effective regulation of real estate activities.
